Hi,

Have a look at the transparent proxy faq in squid. You can "force" everybody
through squid no matter what they set their proxy-settings to... The faq
explains how to redirect port 80, but you can just as easy divert port 8080,
81, 3128, 3130 or whatever port the guys may be using...

For FTP I have no solution for you.
