My $.02 worth...

Did you first remove the squid cache directories?

If not do so
"/etc/rc.d/init.d/squid stop"

Wait...

"rm -rf /var/spool/squid"...

Then re-initialize the cache...

"/usr/sbin/squid -z"

Finally restart squid...

"/etc/rc.d/init.d/squid start".

You also might need to re-edit the new squid.conf file...
