new user config troubles

Greetings,
satill trying to set the initial configs in squid. Running redhat 5.2
and squid squid-2_2_STABLE3-src.
After I log in as root and su to the squid user, I run:
/usr/local/squid/bin/squid -NCd1

I get the following:

The only changes I made in squid.conf were:

#Next line enabled by me and set to 0, from 255.
 client_netmask 255.255.255.0

# INSERT YOUR OWN RULE(S) HERE TO ALLOW ACCESS FROM YOUR CLIENTS
#Next line changed to "allow" from "deny" by me on 6/19/99
http_access allow all

#Uncommented the folowing one line, by me on 6/19/99.Changed from user
nobody
 cache_effective_user squid squid
#Uncommented and changed next line from nogroup to squid
  cache_effective_group squid
