proxy port number

Greetings!
Could someone please tell me if the port number in Netscape Proxy
settings and in squid.conf;
> # TAG: http_port
> # The port number where Squid will listen for HTTP client

is an arbitrary number, so long as it corresponts to the same port
nuumber in the proxy [http] server, or, is it a specific number that
must be used.
My problem is that port 3130 is being used by another application, so I
have to choose a different port number;
> [pkuczyns@earth pkuczyns]$ netstat -na inet | grep 3130
> udp 0 0 0.0.0.0:3130 0.0.0.0:*
