Squid Runs, but the door is not open

i don't know how this happened .

i had installed the squid and he worked for a 1 month, now the squid
proccess runs in the startup, but the 3128 door isn't opened.

i reinstalled, uninstalled and installed again, but this doesn't work.

what can i do ??

PS:i've redhat 6, i installed the rpm package and the tar.gz too !
