rexep and ACLs

I currently have a significant number of ACLs in my squid box to prevent
abuse of our corporate policy. A rather LOT of them use regexp matches to
do their duty. I have a few people circumventing them by using mixed case
in their URLS. I would very much like to make the ACLs case insensitive,
but I fear the additional overhead of moving to case insensitive regexp
searches. Is there a way that I could modify squid so that it down-cased
every URL for the purposes of ACL checking? Thanks!
