proxy_auth user restriction in Squid 2.1 is somewhat broken; every
proxy_auth ACL matches all users with a correct password regardless of
which users are listed in the ACL.

This is fixed in Squid 2.2. There is an patch to Squid 2.1 somewhere in
my old patches section <http://hem.passagen.se/hno/squid/old/> if you
don't want to upgrade.
