In the previous post I said "when I try to start", indeed is "when I try to
build the store":
squid -z -F
gives that error.

memory_pools are set to off.
The same config works for the unpatched ver.

# squid -z -F
1999/07/05 10:03:38| assertion failed: MemPool.c:153: "TheMeter.idle.level <=
new_limit"
Aborted
# grep ^[[:alnum:]] squid.conf | grep memory
memory_pools off
#
