Squid as a http-Accelerator AND proxy on the same box

I am trying to get Squid to work as a Http-Accelator (for everyone) and a
Proxy server (Internal Users/IPs).
I heard that I would have to set two Squids running in parallel on the same
machine to accomplish this.
Please tell me if this is the only (or best) solution for this.
I will have multiple access levels on each configuration.
