For Squid 1.X:

single_parent_bypass on

For Squid 2.0-2.1 no configuration is neccesary.

For Squid 2.2:

prefer_direct off

Don't use never_direct (or inside_firewall) unless you MUST go by a
parent. Doing so makes it impossible to bypass the parent if it should
fail.
