This is important. The addresses where your siblings send ICP queries
probably does not match the address your parent uses when sending the
reply to those queries. This can be seen on multihomed servers amongst
other things.

At least two possible fixes:

a) Make sure that siblings peer with the parent using the closest
official IP address on the server.

b) Use udp_incoming_address on the parent to only listen on one of the
available IP addresses, and configure the siblings to use this address
in peerings.
