Lot's of people, but it would be easier if you was a little bit more
specific on what you are trying to do.

Limit the total amount of traffic forwarded to 64kbps? (class 1 /
aggregate)

Limit each user to 64kbps? (class 2 / individual)

Limit a certain network to 64kpbs? (class 3 / network)

64kbps is a regain factor (restore) of 8000 as in the example found in
squid.conf (8000 bytes/s is 64kbps).
