Please do not redefine the "all" ACL. Things get very confusing if you
do.

Instead use something like this:

acl all src 0.0.0.0/0
acl all_users proxy_auth REQUIRED
acl local_net 192.168.10.0/24 (or /255.255.255.0 if you prefer that
format)

http_access deny !local_net
http_access allow all_users
