Squid creating files as root

I have configured squid (2.2.4) with

cache_effective_user nobody
cache_effective_group nogroup

and squid mostly creates its cachefiles with this ownership but
sometimes squid creates file as owner root.

Trying to access these files (later on, running again as nobody?) squid
produces error messages like this:

1999/07/29 09:31:31| storeSwapOutFileOpened: Unable to open swapfile:
/cache5/00/02/0000029C
        (13) Permission denied

Searching the mailing list I've only found the hint not to run squid as
root, but as i can't switch from http_port < 1024 to http_port > 1024
this is no solution for me.
Periodically chown -ing also doesn't seem to be the solution.

Any ideas how to solve this problem?
