Tell us how to recognize an HTTP download and the answer
should be obvious (although, if size is your criteria, it
may only be possible to throttle them, not to prevent them
entirely).
At a guess, blocking .zip, .exe, .tar, .tar.gz, .tgz, etc.
will elminate most things that people "download" from
legitimate sites.
