PATCH: specify peer's digest URL in squid.conf

Here's a patch against Squid 2.2 STABLE4 which lets you specify in
squid.conf where to fetch your peer's cache digest from:

  <URL:http://www.net.lut.ac.uk/~martin/squid-hacks/digest-url.diff>

Normally Squid will fetch a peer's digest from:

  http://peer_host:peer_port/squid-internal-periodic/store_digest

but with this hack you can add a "digest-url" parameter to the peer's
cache_peer entry specifying the URL of the digest.

This is a part of the TERENA funded Mirror Tracker project on
mirror/cache integration.
