        is there in the first place - basically, without the restriction,
        any user of your proxy can access any service which can
        legitimately use the port number (think 25, rather than 82) as
        though they were the proxy machine. I'm not aware of any
        standard service on this port, but I haven't checked the full
        assigned numbers list.
