naughty user

Hi all,

I do have one naughty user, he used to download large files (jpg, mpeg
and mp3 -- sigh)

Let's just say that I want to limit his connection only as far as 1200
kbps. I heard that delay_pools is the solution but I still do not
understand the FAQ or the squid.conf.

The current situation are:

-He is using static ip but he cannot change the IP to any other IP since
it will violates company regulations -- If I want use acl to enable
delay_pools.

-We have 2 Mbps link connected directly to Internet.

-The proxy is using 2.2STABLE3
