You probably have a misconfigured cache_peer which is refusing UDP
queries sent by ICP. Either the peer isn't a ICP peer, or uses another
ICP port than you used in cache_peer.

The actual logging of this "useless" message is a bug in Squid 2.2 and
will be fixed in Squid 2.3.
