Your cache only logs ICP *queries*, that is the stuff that other caches
send to you. Squid never logs ICP messages (queries or replies) that
you send.

Take a look at 'server_list' in the cache manager to see if
you're really sending out ICP queries. For example:

        /usr/local/squid/bin/client mgr:server_list
