What does this error mean?

Hi people,

I noticed this in my cache.log today and am wondering what it means exactly
and what impact it has on the way squid works...

Also, in the Cachemgr there is a link to a page for "List of Unknown sites
sending ICP messages", yet this page is always blank ("no neighbours
installed"). Under what circumstances would I see something on this page
and if they are unknown, what has this got to do with a neighbour?
