What exactly are you trying to acheive?

My guess is that you should use never_direct rather than messing around
with hierarchy_stoplist. never_direct should be used when you are inside
a firewall and must use parent proxies to reach the Internet.

hierarchy_stoplist is a small tuning issue when you do have both direct
internet access and parent proxies.
