How to force squid to use cached sites?

Hi all!

I've got the following problem:
We're using a linux-based server running squid at our school. We've
set up a dial-on-demand internet connection to keep the telephone costs
as low as possible. Unfortunately, squid relays sites (even cached
ones) only if an internet connection is available. How can I configure
squid always to use the cache of a site if available and not to look for
a newer version?
