So, if you have authentication working, how about:

acl auth proxy_auth REQUIRED
acl first_time_slot [SA] [9:00-17:00]
acl second_time_slot [M-F] [9:00-19:00]

http_access allow first_time_slot auth
http_access allow second_time_slot auth
http_access deny all

At first glance, this seems to provide what you're looking for - I'd be
interested to know how it works out.
