Squid 2.3 Stable 2 and IOS 11.2 Problem Resolved.

After finding the problem with why WCCP did not work with SQUID, I
discovered that the version #4 was not compatible with the 11.2 IOS.
To fix this problem, just adjust the
#define WCCP_VERSION = 4
to
#define WCCP_VERSION = 3
and then remake your squid.

Hope this helps anyone else out there...
