WGET not authorizing?

Hi All,

I'm using Squid 2.3 Stable2 and have the following problem:

I'm using Marc van Selms Radius authenticator with no problems. I'm
running into 2 minor quirks:

1) Using WGET I'm not asked to authenticate myself, but I can get info
from
    internet without any problem.
2) When using IE (normally we are using Netscape, but some insist on
using IE) I
    can bypass the authorization by specifying Use a Proxy server
instead of
    specifying Use automatic.....

Below are some excerpts from my squid.conf (which I think are relevant
to the matter):

acl ia-br src 172.16.1.28/255.255.255.255
acl CONNECT method CONNECT
acl radius proxy_auth REQUIRED

http_access allow manager localhost
http_access allow manager ia-br
http_access deny !Safe_ports
http_access deny CONNECT !SSL_ports
http_access allow radius
http_access deny all

Anyone got a clue to why I'm able to bypass the security?
