cacheing cgi's while in accelerator mode

We have a web server that grabs a bunch of semi-dynamic content via cgi's
mostly of the ? form. The box is just not keeping up, so we want to put a
squid accelerator in front of it. Is there a way to get squid to cache
this stuff?

By semi dynamic I mean the url:
www.website.com/perl/InfoEngine.pl?q=sit&p=3531&s=0&type=p
will return the same data now as it will in 5 days.
On a related note, is there a way to say "cache everything but files
ending in psc" or something like that?

Any help would be very much appreciated.
