Just to clarify it a bit more. I gather you are saying that squid will
continue to timeout for a site which has changed it's IP address until the
positive_dns_ttl expires.

So to 'switch' between IP addresses faster I either have to apply the "True
DNS TTL fix" or reduce the 'positive_dns_ttl' to a lower value.

Can any of the other _dns_ parameters be used to assist in the transition ?

In your example, its the positive_dns_ttl. For a successful lookup,
the answer is used for 'positive_dns_ttl' seconds without making
another lookup.
