access and store logs are not closed and reopened upon reconfigure.
So, changing their path and then running squid -kreconfigure will
not do what you want.

Instead you can set logfile_rotate to zero, then change their
pathnames, then do -kreconfigure and then -krotate.
That should cause the old ones to be closed and new ones opened
in the new location.
