FTP & download limit by USER or network by ACL ?

I found this message about limiting download size, but I'dont find how to
configure in "squid-2.3s2"...

Do you help me about this ?

 maximum_request_size is how large requests are allowed to be. I.e. PUT or
POST requests
 sending large object to the server.
  
 maximum_object_size is a limit on cachability.
  
 Squid-2.3 has an option to restrict the size of downloads.
