http_access and acl settings.

unless of course you are inside a firewall, then cache_peer and
never_direct are also relevant..

It would help a lot if you provided more information than "does not
work". For example:
 what happens?
 Do you receive some kind or error message?
 In such case what error message?
 What changes have you made to squid.conf?
