delay_pools vs. cahe hit

Hello,

Is it possibile to make Squid not to apply delay_pools to cache hits?

I have the net that is affected by class 2 delay_pool.
Of course, Squid also applies this pool to objects, which were revoked
from cache. I want to limit traffic from single client to Internet, not
traffic from client to proxy. So, i don't need hits into cache to be
pooled?

Could you help me to figure it out?
