ACLs restriction

Hello,
I have searched the archives, i do not seem to get anywhere, please bear
with me i need the solution to this urgently.

I need to restrict email only dial-up cutomers from browsing. I think this
can
be done in squid through ACLs (http_access), but iam not sure how. Please
advise how i can restrict a list of these customers from browsing.

Below is my configuration;

HP9000 running HP-UX10.20.
Apache v1.3.6 as http server.
Squid v2.2.STABLE3 as proxy server.
Patton 2800 as access server.
