cookie access?

How hard would it be to add a cookie-access option to block cookies on
certain ACLs?

Also, does anyone know how hard it would be to add the ability to define
an acl based on content-type? I realize this would require opening a
socket with the server and asking for the file.

My goal here is to dump the POS that is junkbuster and replace it with
squid. ;)
