Can't start squid

I am configuring another linux box as a backup for my proxy. I was done
with the installation, edited the squid.conf and then started squid with
Runcache. However, squid doesn't seem to start and I keep on getting
the error "EXITING DUE TO REPEATED, FREQUENT FAILURES. I looked into
the cache.log and had the ff error

I tried running

           $ /usr/local/squid/bin/squid -NCd1

but still had the same error above.

I tried seaching the FAQs and it mentioned something about the lsof
utility. However, I don't know how to use it.

I can't remember how I solved this problem before on my other proxy.
Could someone please help me out?
