[SQU] Problem getting delay pools to work

I'm having difficulty getting delay pools to work since I upgraded from
Squid 2.2STABLE5 to Squid 2.3STABLE3.

Were there any code changes that would have affected delay pools? I have
not made any changes (except cache_dir, of course) to the squid.conf file.
