[SQU] can't access secure sites

Dear squid users,

My users said they can't access the hyperlink 'Members Only Services'
when I try to access the site

http://203.120.206.204/

but when they try to access it from an ISP the site is accessible. I
think this is a secure site. Can I enable something on my proxy to let
my users access it?

I'm using Squid Version 2.3.STABLE4
