[SQU] Problem parsing delay pools configuration

Hi,
I'm experimenting with delay pools and am having problems with
starting squid 2.3STABLE4 (configured/compiled with the
--enable-delay-pools argument). Upon "squid -k reconfigure" I get
the error:

'delay_pool_count 1'
2000/09/22 12:20:42| parse_delay_pool_class: Ignoring pool 1 not in 1 .. 0
2000/09/22 12:20:42| parse_delay_pool_rates: Ignoring pool 1 not in 1 .. 0
2000/09/22 12:20:42| parse_delay_pool_rates: Ignoring pool 1 not in 1 .. 0

The config entry is default from the doc at:

http://squid-docs.sourceforge.net/latest/html/x2087.htm

that is:

acl magic_words url_regex -i abracadabra
delay_pool_count 1
delay_class 1 1
delay_parameters 1 16000/16000
delay_access 1 allow magic_words

I can't find anything in the FAQ, online docs or mailinglist archives.
Any suggestions?
