Devin,
    you can build http_access configuration entries based on multiple acl's

ie

acl allusers proxy_auth REQUIRED
acl john proxy_auth john
acl mary proxy_auth mary
acl johns_sites dstdomain .microsoft.com .yahoo.com
acl marys_sites dstdomain .novell.com .yahoo.com
acl allusers_sites dstdomain .everyone.gets.this

#force authentication
http_access deny !username
http_access allow allusers allusers_sites
http_access allow john johns_sites
http_access allow mary marys_sites
http_access deny all

you can also use an external redirector such as squidguard...
