[SQU] getting a squid server to go direct of the parent proxy is down

we have two proxy servers, in two separate locations both are running squid, the smaller squid connects onto the bigger squid for web pages and so forth.

the problem is when the big one goes down the smaller one is suppose to go direct but it doesn't, i have read the faq and the suggestions in there haven't helped, any ideas/help?
