As a FreeBSD user, you can simply modify the ports' Makefile to
add / change / delete extra options..

Look for CONFIGURE_ARGS.. there's a whole section in both the squid23
and squid22 port Makefile to add/delete options. Just add

CONFIGURE_ARGS+= --enable-snmp

which should already be a commented-out option somewhere in the Makefile :)
