[SQU] significance of tcp_outgoing_address?

Hi,

Can anyone explain the significance of using any other value than 0.0.0.0 in
tcp_outgoing_address? In my setup, I have 2 providers 1 of which I use
solely for my proxy. My server has 2 NICs one of which is 192.168.0.1 and
the other is 192.168.1.1. My clients are on the 192.168.0.1 network.
Currently, I use

http_port 192.168.0.1:3128
tcp_outgoing_address 19.168.1.1

My proxy server does not have ip forwarding enabled and the default (route)
uses the 192.168.0.1 interface. Everything works fine except for squid
being sluggish (refer to my previous e-mail asking for hardware
suggestions). I just thought of asking if I could still use 0.0.0.0 as
tcp_outgoing_address in this case (I assume that 0.0.0.0 translates into
default route) and what cases exist wherein I could not.
