[SQU] build 200102200000

Another build on Irix. I've attached again the compile messages - i have
two reasons for doing this:
- the ./configure parameters changed (now i have many more options)
- i patched the ./configure file in order to use more appropriate CFLAGS
for the machine that will actually run the proxy
- i got some errors related to the snmp code

The ./configure command line was this:

# ./configure --prefix=/usr/local/squid --enable-gnuregex
--enable-storeio="diskd,null,ufs" --enable-removal-policies="heap,lru"
--enable-delay-pools --enable-useragent-log --enable-referer-log
--enable-snmp --enable-time-hack --enable-underscores
