[SQU] Policy Page Displayedat startup via proxy?

Hi,

I have a situation where a proxy server is setup with full authentication
and logging.

As soon as I open a browser on a client machine I wish for this policy page
to be displayed initially stating the rules of surfing. Then the user may
continue surfing.

Can this be done with the proxy? Or do I have to go around to each client
machine and make there default start up page set to the policy page.

Information or advice. I hope you understand what I mean.
