Nope. 255.255.252.0 is a supernet of 4 class C networks (10 bits host
address).

But you are correct in that there is a typo or misunderstanding in the
original question. Squid warns when it sees a IP address where a network
specification is expected.

As explained previously on the list 202.40.130.0/255.255.252.0 is NOT a
proper network specification. It could be a a IP address specification
for station 512 in the network 202.40.128.0/255.255.252.0, but most
likely this is not what is intended.

To specify IP addresses (not networks) to Squid, use a 32 bit netmaks
(/32 or /255.255.255.255).
