WCCP isn't known to run on Win32 yet - noones tested and/or looked
deeply enough into win32 network behaviour to see if the same
functionality can be achieved.

It's not normal to crash :}. You may have found a race condition in the
cygwin posix code. What version of the cygwin .dll are you running?
(uname -a). The cache log doesn't tell us much - you need to turn
debugging a bit higher or generate a core file. I haven't synced the
cygwin development code to head in quite a while, so you may also be
getting hit be a squid bug already solved. What cygwin-specific features
are you looking for?
