This is the global pool. It maxes at 150000 and is filled at 5000

5000/120000

This is the per "user" pool (256 pools assigned by the last byte of the IP
address). It also fills at 5000, but maxes at 120000.

If you don't want a global limit, set the first pair to -1/-1
