if you can retrieve a proxy.pac file from the mysterious internet
proxy, why don't you just take the "RETURN" value from it's
very last line and use that information for configuring a
parent for your own squid?

Guess not.
You could try to parse the proxy.pac and
setup always_direct and never_direct rules
and maybe the parent proxy according the rules
in pac file.
Would mean you need to get the pac file
and parse it. Perl is a good hint for this :)
