[squid-users] Correct shutdown and rebuild

What is the "correct" way to start and shutdown squid? ie thru
/etc/init.d or squid/bin/squid?

When shutting down squid we lost the cache for a while, however one of the
servers is rebuilding (looks like it when checking size of swap.state and
cache.log) however the second one is not rebuilding. Can I force a rebuild
by shutting down squid and echo "" in swap.state and then starting squid
again?
client mgr:storedir reports 0% cache on both cache dirs but am I right to
assume that will change when the cache dir is fully rebuilt?
