Hmm.. sounds like the two are running on different OS:es.

Squid does not select the port to use, the OS does. Different OS:es have
different policies.

Regarding the quoted site (www.avaya.com.br) this site seems to be running a
broken firewall that denies Linux-2.4 users or any others using the standards
track ECN TCP/IP function from connecting.

To turn off ECN in Linux-2.4 to work around such broken firewalls, run
  echo 0 >/proc/sys/net/ipv4/tcp_ecn
